Not ideal at all, but depending on your situation it might be better than having to deal with manually installing and updating mods. All workshop items will work just fine, they'll keep their connection to the workshop, so if you open the game with a connection once in a while, they will update automatically. Steam will warn you, but you can just ignore that warning and play. So if you have the option to open Steam in online mode (perhaps disable all automatic updates for games if you're on a limited connection), then disable the connection before starting the game. You don't need the connection to play the game, it's just Steam's offline mode that's being stupid.
